According to the Russian regions ranking of competitive intensity and competitive situation during 2015 the Novosibirsk region headed the list as a region with “the most intensive but at the same time fair competition”. In 2015 the regional executive authorities and local government authorities started to put into practice the Competition Promotion Standard in constituent entities of the Russian Federation approved by the Russian Federation government decree dated 05.09.2015 №1738-р.
The largest research, educational and innovative center
Novosibirsk is a scientific and educational world-class center. The percentage of scientific personnel in Novosibirsk is 2.2 times larger than nationwide index. The creation of the Siberian branch of the Russian Academy of Sciences, the largest scientific center in the east of Russia, gave an opportunity to build production and scientific facilities. As a consequence, Novosibirsk science and technology complex is the third largest complex on a country scale. 52 academic institutes, 40 industry research centers, more than 100 large enterprises and 1700 small enterprises connected with technology development activities work in the Novosibirsk region. The State Research Center of Virology and Biotechnology VECTOR is one of the largest virologic and biotechnological centers of Russia.

The biggest transportation hub
The Novosibirsk Region is the largest transportation hub in the eastern part of Russia. The largest railway, auto, aero and river transport routs cross here. Novosibirsk connects Siberia, Far East and Central Asia with the European Region of Russia. International airport in Novosibirsk (Tolmachevo) is the largest transit hub beyond the Ural mountains on the major routes connecting Europe and Asia.

The Novosibirsk region is a top ten agricultural manufacturer. The region fully provides itself with feeding and seed grain. The region cattle breeding focuses on dairy and meat stock-rearing, swine-rearing, poultry-rearing and sheep rearing. Production capabilities of the agro-industrial firms allow not only provide the region’s domestic demand but also export 22% of milk and dairy products, 54% of pork and poultry, 41% of produced in the region harvest to the other regions.

The investment strategy of the region till 2030 is being realized according to a specific plan in order to create a congenial investment climate, protect the rights and interests of the investors and give state support. In accordance with the necessities of the times the region’s investment legislation is regularly updated. An extensive system of state support measures of the investors is realized in the Novosibirsk region. Annually such support as investment deductions, subsidies, state guarantee as well as non-financial support is given to the investors. Steady growth of economic indicators and efficient investment policy of the region attract many Russian and international partners. The investments of such international companies as IKEA (Sweden), VEKA (Germany), MARS (USA), Heineken (Netherlands), Henkel (Germany), Mondelēz International (USA) can lend evidence of it.

On the development of public-private partnership, the Novosibirsk region has been consistently in the top ten leading regions for the forth consecutive year. Winner of the National Infrastructure Award "Rosinfra" in 2016 and 2017. At the moment, 57 PPP projects are being implemented in the Novosibirsk region, about 12 billion rubles of private investments have been attracted. More projects are being implemented in the housing and communal services and social services for the population. The most popular forms are concession agreements and contracts of investment obligations. In the medium term, 32 PPP projects are planned to be implemented in the region.

Technopark in Academgorodok of Novosibirsk (Academpark) is the most efficient technopark in Russia
In 2015 federal authorities declared Academpark the most efficient techno park in the country. Academpark is an integrated technological park with unique business, research and technological infrastructure.

Innovative cluster of information and biopharmaceutical technologies of Novosibirsk region is one of the winners of the contest of pilot innovative territorial clusters of the Russian Federation endorsed by the RF government. Representatives of 17 embassies admit visa applications in two visa application centers.
