Investment Promotion Agency of the Novosibirsk region (short name IPA) was established in the Novosibirsk region in 2005 in order to encourage investment process in the Novosibirsk region.
After its foundation IPA performed functions of the regional development corporation and it carried out several major projects in the Novosibirsk region. In particular, a project for creation and development of Industrial Logistics Park, a project for creation of a hi-tech park in biotechnologies in a science town Koltsovo (Biotechnopark), infrastructure projects in the social sphere.
Furthermore, in 2014 IPA was appointed as a specialized organization for attracting investments and interaction with investors.
Regulation on a specialized organization for attracting investments and interacting with investors defines the following functions of IPA:

Regulation on a specialized organization for attracting investments and interacting with investors defines the following functions of IPA:
- to attract investors for the implementation of investment projects on the territory of the Novosibirsk region;
- to provide organizational services and legal consultancy to support investment projects;
- marketing and information promotion of investment opportunities and projects of the Novosibirsk region in the Russian Federation and overseas within its competence (including the organization and participation in conferences, exhibitions, forums);
- to ensure coordination with investment and venture funds, banks, Russian and foreign state investment agencies, special purpose companies, Russian and international development institutions in order to use their potential opportunities in financing and investment support on the territory of the Novosibirsk region;
- to encourage the development of public private partnership in the Novosibirsk region;
- to participate in the designing of state and municipal programs aimed at the development of established and new businesses, strategic documents and development programs of the Novosibirsk region, executing marketing research;
- to encourage the creation of the industrial and technological parks projects on the territory of the Novosibirsk region;
- to finance the investment and infrastructure projects using its own or borrowed resources following approved government, department purpose-oriented programming.
