Regulatory Impact Assessment (RIA) is a systemic approach to critically assessing the state regulation problems and purposes, search for alternatives of achievement of these objectives, as well as associated with them benefits and expenses for social groups affected by regulation, in order to define the most efficient variant of regulatory impact.
RIA framework involves a number of tasks to be carried out:

- identification of the policy or operational problem the regulation needs to address as well as related negative effects;
- identification and description of all alternative options for problem solving;
- an assessment of the significant positive and negative impacts offered options can lead to (costs, benefits, etc.);
- a public consultation process with all interested parties;
- creation of Impact Assessment Report.
Carrying out RIA is directed to cost reduction of interested parties (subjects of entrepreneurship), budget savings, reduction of corruption as well as accountability of government and building of trust to its decisions.
The overall objective of RIA is to improve the effectiveness of government regulation.
